Abstract
This article takes a critical look at the main characteristics that should define culture within the framework of environmentally sustainable human development. To this end, it briefly analyzes the conceptual theoretical framework of reference and uses a reverse definition based on a case study as an illustration. It then identifies the main implications for public policy styles, taking as a reference the normative framework of Agenda 21 for Culture.
