Abstract
We must be able to generate value chains of the public, the private and the mixed. For that, we need to be able to address the coordination failures with which we tend to get bogged down in throwing responsibility from side to side, instead of recognizing and solving them, to generate the objective conditions for coresponsibility, trust and collaboration. Bridges are often burned before they are even tested.
