Abstract
After two years with an approved state legislation that in Spain recognizes and regulates the existence of free and community media (it means, of the Third Media Sector), no regional administration has granted licensed to non-profit projects. Therefore, this article seeks to make a tour of prior to and after publishing in the spanish democracy the first general audiovisual law which, at least in first times, seemed to establish the beginnings of a path that would lead the process of obtaining licenses and the standardization of the free and community media sector. However, in spite of appearing in the legal theory, this situation has not become a reality in the practice by the public administrations in charge.
