Statement of ethics and good publishing practice

Cuadernos de Gibraltar - Gibraltar Reports is an academic journal which, on a regular basis, deals with issues directly or indirectly linked to the Gibraltar controversy. It is a journal that aims to analyse the latent or existing problems and conflicts, and to provide the relevant documentation that constantly arises from this historic disagreement between the British, Spanish and Gibraltarians. The Journal and its editorial team declare their responsibility to guarantee maximum rigour and scientific quality, assuming compliance with the ethical commitments that must govern the different processes of publication of research papers in this Journal. To this end, the following ethical commitments and good publication practices are adopted.

I. EDITORIAL BOARD

  1. The Editorial Board and the Direction of the Journal will be responsible for making decisions about the evaluation process of the articles received, for ensuring the scientific quality of the published works and for taking the appropriate measures in the event of possible malpractice. The Editorial Board shall act in accordance with the principles of independence, impartiality, objectivity and confidentiality. Under the principle of independence, the criteria for the publication of papers will be the interest of the topic and the scientific quality of the work. The experts involved in the review of the papers will be appointed by the Editorial Board or the Journal's Directors on the basis of their knowledge of the subject matter of the papers to be evaluated. The members of the Editorial Board are obliged to maintain confidentiality with respect to the texts received for publication in the Journal and the progress of the evaluation process. The assignment to the expert reviewers of the papers will be made without revealing the identity of the authors. Members of the Editorial Board and external reviewers are strictly forbidden to use any element of the papers submitted to the Journal for their research activities until they have been published.
  2. The content of the Review focuses on issues directly or indirectly linked to the dispute. Cuadernos de Gibraltar / Gibraltar Reports aim to make up for this shortcoming, and to serve as a channel for rigorous and academically based debates and ideas, as well as a support and reference for documentation; Documentation that tends to get lost or disappear quickly (or unexpectedly) in the jungle of the Internet, and in the simplification that the media sometimes make when they deal with any of the many aspects of the Gibraltar problem, which is why all the members of the Editorial Team of Cuadernos de Gibraltar - Gibraltar Reports are experts of recognised prestige in this field.

II. AUTHORS AND AUTHORS' RESPONSIBILITIES

  1. Cuadernos de Gibraltar - Gibraltar Reports is an academic journal which, on a regular basis, deals with issues directly or indirectly linked to the Gibraltar controversy. It is a journal that aims to analyse the latent or existing problems and conflicts, and to provide the relevant documentation that constantly arises from this historic disagreement between the British, Spanish and Gibraltarians. The publication of papers and contributions in the Journal is open to all specialists regardless of their nationality. Authors will not be charged any fee for submission of articles or publication.
  2. Only original and unpublished works will be accepted. The originals should be sent in Spanish or English written in Microsoft Word (DIN A4, Times New Roman 12, 1.5 spacing), being accepted as Studies (max. 40,000 characters) or Notes (max. 20,000 characters) and including title, abstract and keywords in English and Spanish. Versions in other languages of papers already published will be accepted. They should preferably be sent by e-mail to cuadernosdegibraltar@uca.es; if it is not possible to send them electronically, they may be sent on paper (one copy), with a file on diskette or CD, to the name of Inmaculada González García, co-Director of the Journal, to the following address:

 Receipt of all originals shall be acknowledged within 30 days of receipt.

Authors should also provide a list of their references and mention the financial support that contributed to the research to be published.

III. PEER REVIEW PROCESS  

  1. The Journal's management bodies will decide on the publication of works on the basis of two review reports issued by specialists unrelated to the Journal's editorial organisation. All studies and notes must be favourably reported by a member of the Directorate, the Editorial Board, the Advisory Board or by a specialist delegated by these bodies. This information is clearly described on the following website: https://revistas.uca.es/index.php/cdg/about/submissions in the PUBLICATION PROCESS section.
  2. Judgements made by specialists outside the editorial organisation will be objective and will have no conflicts of interest. In the assessment reports, the reviewers may point out relevant published works and other bibliography that have not been cited by the author/authors. The review process of the articles will be carried out confidentially.

IV. ETHICS OF PUBLICATION

  1. The Editorial team of the Journal Cuadernos de Gibraltar – Gibraltar Reports is committed to take reasonable measures to identify and prevent the publication of articles in which research misconduct has occurred.
  2. Under no circumstances shall Cuadernos de Gibraltar – Gibraltar Reports or its Editorial Team encourage such improper conduct, nor will they knowingly allow it to happen.
  3. In the event that a member of the Journal's Editorial Team becomes aware of any allegations of research misconduct, the Directors and the Executive Director will deal appropriately with such allegations.
  4. Publication may be conditional on changes to the original version, and subject to modifications in accordance with the Editing Rules. Communication of the decision on publication, publication after revision, or non-publication, shall be reasoned and shall not exceed six months. Authors of papers accepted for publication may be requested to correct printing proofs, which must be returned within 48 hours. Substantial changes to such proofs are not permitted and are limited to the correction of errors with respect to the accepted version.   5. The Editorial Team is willing to publish amendments, clarifications, retractions and apologies when necessary.

V. COPYRIGHT AND ACCESS

  1. Copyright and licence information is described and accessible online at the following website: https://revistas.uca.es/index.php/cdg/about/submissions section called COPYRIGHT NOTICE.
  2. It is a requirement for publication that the author(s) grant the Journal exclusive reproduction rights. Cuadernos de Gibraltar-Gibraltar Reports is a journal that provides immediate open access to its content free of charge to both readers and researchers intending to publish in it, as no charges are made for submission, processing or publication. Users may read, download, copy, distribute, print, search or link to the full text of published articles, or use them for any other purpose, within current legislation. They may do so free of charge, and without the need to request permission from the publisher or the author. This is in accordance with the Budapest Open Access Initiative definition of open access.

VI. ARCHIVES

  1. The journal Cuadernos de Gibraltar – Gibraltar Reports is hosted on the portal Revistas Científicas de la Universidad de Cádiz, under the Servicio de Publicaciones of the Editorial UCA. The Publishing of Electronic Journals by the Editorial UCA is regulated by the Reglamento UCA/CG09/2014, de 16 de diciembre, de Revistas Electrónicas de la Universidad de Cádiz (Aprobado por el Consejo de Gobierno de la Universidad de Cádiz de 16 de diciembre de 2014. BOUCA núm. 179) Article 17 of which reads as follows:

Document registration. The Electronic Journals Platform will have a protocol for the registration and conservation of documents, for which the RODIN repository and the technical support of the Library and Archives Area, a unit that will provide the HANDLE register in each necessary case, will be available.

VII. OTHER PRINCIPLES OF TRANSPARENCY AND BEST PRACTICE

  1. Frequency of publication. Cuadernos de Gibraltar - Gibraltar Reports is published every two years. The publication date of each issue corresponds to the first day of the corresponding opening month. However, the journal attempts to approximate to continuous publication systems, including immediately, as a pre-print, the articles that are accepted.

  1. Name of the journal. The name of the Journal Cuadernos de Gibraltar - Gibraltar Reports is unique and is not to be confused with any other journal or to mislead authors and potential readers as to the origin of the journal or its association with other journals.
