El artículo examina la complejidad de la adaptación al cambio climático, en particular en las regiones costeras, con un enfoque específico en la Región Metropolitana de Baixada Santista en el sudeste de Brasil. Como área directamente expuesta a los riesgos climáticos, esta región dinámica proporciona un valioso estudio de caso para comprender los desafíos y desarrollar soluciones de gobernanza. El estudio explora el marco de gobernanza multinivel que involucra políticas nacionales, estatales y locales, examinando cómo las organizaciones dentro de esta estructura interactúan para abordar la adaptación al cambio climático. El documento realizó entrevistas semiestructuradas con representantes institucionales para desentrañar la dinámica de los esfuerzos de adaptación climática. Los resultados revelan la ausencia de una agenda climática unificada, con interacciones que se manifiestan principalmente a través de la implementación de políticas públicas, proyectos educativos e iniciativas de ONG en foros locales y regionales. La investigación identifica barreras, desafíos y recomendaciones, enfatizando el imperativo de un realineamiento entre la adaptación al cambio climático y la gestión integrada de las zonas costeras dentro del contexto metropolitano. Los hallazgos no solo contribuyen a comprender la adaptación climática en otras ciudades urbanas costeras a nivel de gobernanza metropolitana, sino que también brindan información para abordar una amplia gama de cambios socioambientales en diferentes niveles de participación en políticas climáticas o iniciativas de adaptación.
