Abstract
El presente artículo cuestiona el carácter decisivo de las estrategias de comunicación de los movimientos sociales para el fracaso del Proyecto de Refinería Balboa, promovido y participado por la Junta de Extremadura.
Los indicadores establecidos para analizar y medir las iniciativas comunicativas corresponden a las tres principales dimensiones del estudio de movimientos sociales según Tarrow (2004): las estructuras de movilización y sus ciclos de acción colectiva, los procesos de enmarcamiento y las oportunidades políticas existentes.
Se concluye como demostrada la relación causal entre unos movimientos sociales estructurados internamente y coordinados externamente, con su capacidad de influencia en la decisión final. Igualmente, se concluye como demostrada la relación entre la apertura de la estructura de oportunidades política y la capacidad de influencia de los movimientos sociales.
En cambio, no ha podido demostrarse relación causal entre la popularidad de los marcos cognitivos desarrollados por los movimientos sociales y su capacidad de influencia.
