Half a century of Constitucion in Quintana Roo, Mexico. Evolution of the elements of population and territory in its articles

Abstract

After half a century since the promulgation of the Political Constitution of the Free and Sovereign State of Quintana Roo, it is a good time to take stock of the successes and failures committed to regulate two basic elements of any entity, such as the territory and the population. Through cabinet work and a qualitative method, the present article analyzes the content of Titles Three and Four of the local constitutional text of Quintana Roo, along with the reforms they have undergone and a declaration of invalidity issued by the Supreme Court of Justice of the Nation. The result should be of interest to studies of the constitutionalism of the Caribbean entity, which will still have to face challenges to finish defining its territorial limits and thus put an end to the constitutional controversies that have arisen in this regard.
